Helping Hands Across Alabama


MISSION

The Mission of Helping Hands Across Alabama is to provide or make repairs to onsite sewage systems giving individuals a better quality of life. This program is intended for families, individuals, the disabled, wounded warriors, and others with a financial need or living below the poverty level. 

All installations of systems and/or repairs of existing systems shall be approved by the Local Health Department and shall be completed per the ADPH Onsite sewage rules. System products used for the installations, as well as installation of systems, are provided courtesy of companies of the onsite sewage industry and licensed individuals trained and bonded through the Alabama Onsite Wastewater Board.

Requirements for AOWA Helping Hands Projects

  • 1.      Priority is given to veterans, the elderly, and widows/widowers.
  • 2.      The maximum income for the entire family (and anyone living in the household) cannot exceed $40,000.
  • 3.      Applicants must own the property. This does not include rent to own situations.
  • 4.      A perc test must have already been performed and a permit received for the property before an  application is submitted.
  • 5.      The applicant must include 3 consecutive months of water records with their application.
  • 6.      Helping Hands does not put in any alternative systems.
  • 7.      The installer is required to contact 811 before work begins.
  • 8.      Prior to any work being performed, both the homeowner and anyone working on the project must sign waivers releasing AOWA of any liability.
  • 9.      The lead contractor on the project must provide AOWA with a copy of their General Liability insurance.

PLEASE NOTE: Helping Hands applications for 2024 should be submitted by March 1 for consideration in this year's budget. Following your application submission, your application will be sent to the committee for review and evaluation of the assistance needed. Submission of an application does not ensure installation or repair of your system. ​
